libkosd2-dev software package provides KDE On-Screen Display framework - development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libkosd2-dev
libkosd2-dev is installed in your system.
Make ensure the libkosd2-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libkosd2-dev *
You will get with libkosd2-dev package name, version, architecture and description in a table
